It's something that town planners these days look at, and they recommend things like designing suburbs along a village model, with shops and other amenities included... but when developers do try to do this it doesn't always work, and partly because people commuting from the city pick up groceries at a mall rather than supporting the local businesses, which sometimes fail and so there ends up being a dead spot where the "village" centre should be.
